Exclusive documents reveal how the war economy was rebuilt inside Gaza

Horizon Levant places before its readers documents and information that were seized, revealing for the first time the real structure of the shadow economy operated by Hamas. It is neither a formal economy nor a civilian administration, but a closed network of influential figures, military operatives, and insiders, carefully reorganized to rebuild itself after every blow and to control trade and money through extortion, intimidation, and monopoly.

This first episode draws the basic map. The names. The positions. The powers. And how the centers of power moved from one era to another… only to remain in place even after October 7.

Phase One: The Era of Essam Al-Daalees… The Trio That Built the Core

Before Yahya Sinwar took control of the key decision-making centers, Hamas’s Economic Committee was under the control of Essam Al-Daalees. The documents in our possession reveal a clear and specific structure:

  • Essam Al-Daalees: Head of the Economic Committee.
  • Mohammed Ghanem: Executive Director of the Islamic National Bank affiliated with the movement… the banking arm through which the money flows.
  • Eyad Abu Hein: Undersecretary of the Ministry of Finance and the direct official responsible for financing the military wing.

A complete trio: political-administrative, banking, and military-financing. This was the core upon which the shadow economy was built during that period. There were no random decisions, but rather a precise distribution of roles designed to guarantee the flow of money and control over it, far from any genuine oversight.

Phase Two: The Sinwar Era… Reorganizing the Jungle

With the rise of Yahya Sinwar, the old names were not eliminated. They were redeployed within a more centralized structure, more closely tied to the military apparatus.

  • Essam Al-Daalees remained, but was elevated to the position of head of the Government Follow-up Committee… a position effectively considered the prime minister of Gaza.
  • Abu Shamala was appointed head of Hamas’s Economic Committee.
  • Abu Jabr Zayyat was attached to the committee, responsible for logistics and vehicle licensing, and directly subordinate to the military wing.
  • Mohammed Ghanem and Eyad Abu Hein continued to hold their sensitive positions: banking and military financing.

The change was not cosmetic. The economy became closer to the gun. Logistics and vehicle licensing came under direct military supervision. Money and financing remained in the hands of the same people who had managed them before Sinwar. The result: a tighter network, more capable of imposing its control through the security apparatus whenever necessary.

Before October 7… and After

The documents confirm that this structure did not collapse after October 7. The central figures remained. The powers continued. The network built over years was not replaced, but rather used as the foundation for reconstruction. The war economy did not stop… it simply rearranged its priorities.
